PTA Council Minutes

                                       Minutes of June 7, 2010

Meeting was called to order by President, John Hannay at 7:35 PM. Quorum was met.

Special Guests were the PTACHC Scholarship recipients;

Minutes from the 05/3/10 meeting were discussed, voted and approved as-is.

The PTA mission was read by a delegate.

Treasurer’s Report: Reviewed the treasures report. The budget was revised to increase the office staff line item from $5000 to $6500. The budget includes MD PTA matching fund for leadership training to support up to 35 registrations. Let Jane know before June 23, local PTA should support one registration to get another matching registration.

Motion 1: To amend the budget to increase the office staff line item from $5000 to $6500 was adopted.

BOE Report: Ms. Pat Gordon reported that the operating budget of $657 million was approved. This is about $10 million more than requested. Howard county school system is in much better shape than most of the other counties and states. We should appreciate our elected staff as we have no furloughs, no class room instructional changes, no layoff of teachers, and no changes to music and art education. High school graduations went smoothly with no incidents. Ms. Gordon attended the simulated congressional hearings at elementary schools and was impressed with the questions, panels and amendments, etc.

Office of Superintendent Report: Patti Caplan reported that Pat Gordon covered all the news. Three schools Hammond Elementary, Hammond Middle and Northfield elementary will be closing on June 18th as there are scheduled construction activities.

Report from the Board of Directors: Cindy Haller presented Ms. Pat Gordon and Ms. Patti Caplan hydrangeas plant on behalf of the PTA Council to appreciate their consistent involvement with PTA Council.  Mollie Shea requested questions from the PTA delegates for the BOE candidates  as part of multi-organizational election forum. Please email Mollie Shea with suggestions and questions. The new officers training session will be on June 10th at Faulkner Ridge 7 – 8:30 PM. The topics for the sessions were Treasurer, Presidents, and Social Media; this will help to organize and to use the tools for your PTA.

PTACHC Scholarship Winners – Carolyn Folger thanked the committee members to select the well deserved students and selected 9 awardees totaling $10,500. Cindy, Venu and the council thanked Carolyn for all the hard work and behind the scene activities and organization of the scholarship committee.

 Elections: Cindy Haller conducted the election of officers for 2010-11. The PTA council delegates accepted all the nominations and the officers for next year PTA council are as below:

 Terri Chiu and the council recognized the outgoing officers Cindy Haller, Mollie Shea and Amy Rivera with a flower basket for their outstanding contributions to the PTA Council.

 PTA Council Awards: Chaun Hightower presented PTA Council awards for PTA Parent Teacher Collaboration and Joan Dykstra awards. Triadelphia Ridge ES PTA received parent teacher collaboration award for bringing in the entire community for International night. Wilde Lake Middle for student safety by instituting “Gotcha” tickets for exhibiting good behavior, Wilde Lake Middle school for the capital improvement survey and Cedar Lane PTA for outstanding advocacy for special needs student.   

 Jane Holcomb  presented Mary San Antonio, delegate from Guilford ES PTA with a flower plant as she attended every PTACHC meeting this year.  Other PTA delegates were recognized for having a delegate at every PTACHC meeting - . Bushy Park, Centennial Lane, Guilford, Ilchester, Triadelphia Ridge, Veterans, Oakland Mills High, Wilde Lake High,

 Maryland Conference on universal design for learning -  Mike Ratcliff attended the workshop on universal design for learning and he presented the high-lights of the workshop related to architectural design and how some of the concepts adopted to class room, situations for individuals with disability, arts and cognition, what, how and why related to expression and assessment. The delegates wanted to know what the next steps for this and there were discussions and ideas in terms of timelines to make this a reality.

 Committee Reports:

Curriculum – Foreign Language initiative to have at the elementary school level.

Family Involvement – The book drive collected 13,909 books. The collected books were matched with various school requests. The PTA council donated $1400 towards the back pack drive.

Legislative – Sessions ended. The NAACP report was not accurate as the BOE data was not correct. Subsequent to this the report was corrected and recompiled. A 89 year old citizen finally got the high school diploma that was refused many times before.

Wellness – There were 6 school presentations as part of the Healthy Howard. Good representation.

Reflections – No activity

Safety – No activity

Safe After Prom – Another successful after prom; Surprise county council award of $2000 to each of the high schools helped a lot.

Motion 2 – Motion to pay any necessary bills over the summer was made and approved.

Motion 3 – World Languages Resolution was approved with an addition of a footnote to indicate that sign language is also considered a foreign language

Motion 4 – Cradlerock School Resolution  was approved.

The proposed MD legislative Alcoholic Beverage Tax was not covered as it needs further discussion

Delegates broke into small groups for a brainstorm session on developing BOE candidate questions for the August BOE Candidates forum.  Mollie Shea collected the questions at the end.
